  Decided and prepared opinions responding to thousands of appeals from removal and asylum decisions of US Immigration Judges, and visa and waiver decisions of district directors of the Immigration and Naturalization Service (subsumed into the DHS in 2003); handled motions to reopen, to reconsider or to remand to the immigration court; interpreted 1996 AEDPA and IIRIRA statutes and developed administrative jurisprudence on issues involving immigration benefits, discretionary waivers, gender-related persecution, bars to asylum, humanitarian asylum, and the US statutory definition in accordance with the UN Convention, compliance with the Convention Against Torture, crime-related deportability, ineffective counsel, and due process in removal proceedings before immigration judges.
